Once you've signed in and created a notebook, you can use OneNote whether you're online or offline. Because, not only me Most of the office workers are need one note app without using Microsoft account. For my personal computer, i'm using one note with my Microsoft account. It is user friendly too. But my office system, I can't.

The Onenote App from the Windows Store is designed for "cloud only".
